In Portugal, anyone who takes paying foreign guests, private hosts included, must send a boletim de alojamento through SIBA for every non-Portuguese guest, including EU citizens and children, within three working days of arrival, and report each departure within three working days of check-out (Lei 23/2007, art. 16). Fines for missing forms run from EUR 100 to 2,000, depending on how many guests went unreported.

Arrival report
One boletim de alojamento per foreign guest, EU citizens and children included, sent through SIBA (Lei 23/2007, art. 16).
Departure report
A separate second report, due within three working days of the guest leaving. The law asks for both.
RNAL number on every listing
An alojamento local needs its RNAL registration number before operating, and must show it in all its advertising (Decreto-Lei 128/2014, arts. 5 and 17). Platforms must ask for it.
Tourist tax
Porto charges €3 a night for each guest aged 13 or over, up to seven nights; Lisbon has charged €4 a night since 1 September 2024. Portuguese guests pay too.

Register the unit on SIBA
Apply on the SIBA portal with your Portuguese tax number (NIF) and economic activity code (CAE); an alojamento local also gives its RNAL registration number. Your activation details then arrive by email.
Report the arrival
Within three working days of each foreign guest's arrival, send their full name, nationality, date of birth, the type, number and issuing country of their identity document, their country of residence and the dates. You can type them into the portal, upload a file, or send them automatically from compatible software through SIBA's web service.
Report the departure
Within three working days of the guest leaving, report the departure, then keep the forms for one year.

What hosts in Portugal most often ask about SIBA.
Does Vidimo send my SIBA forms?

Do Portuguese guests need a boletim de alojamento?
No. The form is for foreign citizens only, meaning anyone without Portuguese nationality. Citizens of other EU countries are included, and so are children of any age. Portuguese guests still pay the municipal tourist tax where one applies.
Do I have to report Airbnb and Booking.com guests myself?
Yes, if they are foreign. Articles 15 and 16 of Lei 23/2007 put the duty on whoever provides the paid accommodation, not on the booking platform. Hosts letting rooms or a whole home register on SIBA as alojamento local.
Who runs SIBA now that the SEF is gone?
Since the SEF was abolished in October 2023, SIBA has been managed by the UCFE, a unit of the Sistema de Segurança Interna, at siba.ssi.gov.pt. In law the forms go to the GNR or the PSP, and fines are imposed by AIMA. Older guides that send you to the SEF are out of date.
What are the fines?
Under art. 203 of Lei 23/2007: EUR 100 to 500 for 1 to 10 missing forms, EUR 200 to 900 for 11 to 50, and EUR 400 to 2,000 beyond that. When a form was only sent late through negligence, both limits are cut to a quarter.
What if a guest won't show their ID?
SIBA's own guidance says a guest who refuses to identify themselves "should not be accepted". You may keep a copy of their document only with their consent.
What do I have to keep?
Keep the forms, or their electronic record, for one year from the day after the departure was reported. SIBA keeps proof of every submission, which you can print from your account at any time.
