Alloggiati Web · CIN · ISTAT · art. 109 TULPS

Every guest reported to the Police on time. Automatically.

Alloggiati Web is the Italian State Police portal where every accommodation operator, and anyone letting a property for less than 30 days, must report each guest's identity within 24 hours of arrival, and within 6 hours when the stay is 24 hours or less (art. 109 TULPS); failing to do so is a criminal offence. Since 1 January 2025 every short-term rental unit and accommodation establishment also needs a national CIN code, shown in every listing and outside the building.

Vidimo files every guest's Alloggiati Web report to the Polizia di Stato within Italy's legal deadline, with your own credentials. ISTAT statistics transmission to your Region is in preparation, and this page explains the CIN you must obtain and display.

Filed with the Police on time

Guests check in online and scan their document; Vidimo transmits the schedina to the Polizia di Stato within the legal deadline and stores the receipt.

Tourist tax, explained

Where your Comune levies it, its regulation sets the rates, exemptions and night caps; the imposta di soggiorno page explains what you collect, remit and declare.

CIN and ISTAT rules explained

What the CIN is, who needs it and where to show it, and who sends ISTAT statistics to the Region, with the sources.

Four obligations, four deadlines you can't miss

Hosting guests in Italy means up to four separate duties, each with its own deadline. The one hosts most often forget is the statistics report.

Guest reporting (Alloggiati Web)

within 24 hours of arrival

Every guest must be reported to the State Police via Alloggiati Web within 24 hours of arrival, or within 6 hours when the stay is 24 hours or less (art. 109, comma 3, TULPS). Airbnb and Booking don't do it for you; Vidimo does.

Obtaining and displaying the CIN

mandatory since 1 January 2025

The national identification code (CIN) is assigned by the Ministry of Tourism through its BDSR database and must be shown in every listing, wherever published, and outside the building the property is in. Getting it is up to you.

Tourist tax

per your Comune's regulation

Unless a platform or agency collects the rent of a short let (locazione breve) or takes part in the payment, you are responsible for the tax: you collect it from guests, remit it under the Comune's rules and declare it by 30 June of the following year.

Regional statistics (ISTAT)

monthly survey; each Region sets when to send

Separate from the police report: accommodation businesses, and private lets as their Region's rules provide, send overnight-stays statistics (arrivals and presences) to the Region through systems like Ross 1000, and the Region passes them to ISTAT.

How it works

Three steps, set up once.

1

Your bookings in one place

Vidimo keeps your reservations in one place (Airbnb and Booking.com sync on the way) and holds your Alloggiati Web credentials securely.

2

Guests enter their own details

At online check-in the guest submits their details and scans their document, so nothing is retyped. On arrival you still check, de visu, that each guest matches their document: in person or, as the Consiglio di Stato allows, possibly by a video link at the entrance that confirms the match there and then.

3

Filed within the deadline

Vidimo transmits the schedina to Alloggiati Web within the legal deadline and stores the police receipt.

Frequently asked questions

Answers to the most common concerns before letting Vidimo file.

Does Vidimo file the schedine for me?

Yes. Enter the Alloggiati Web credentials your Questura issued you once in Vidimo. For every guest, Vidimo builds the schedina from their online check-in and transmits it to the Polizia di Stato within the legal deadline, then stores the police receipt with the booking. The legal duty stays yours; the retyping does not.

Do I have to report Airbnb and Booking guests too?

Yes. The legal duty always sits with you as the operator: the booking platforms do not file the schedine on your behalf. Vidimo keeps the bookings you enter in one place, with every guest's details collected at check-in and reported to Alloggiati Web (Airbnb and Booking.com sync on the way).

Do I also have to report to ISTAT?

Yes if you run an accommodation business; private lets fall within the survey too (ISTAT's category of other private accommodation), reporting as your Region's rules provide. It is a separate obligation from the police report: filing Alloggiati Web never satisfies it. Overnight-stays statistics (arrivals and presences) go to your Region, which feeds the national ISTAT survey, through systems like Ross 1000; the survey is monthly, but each Region sets when and how data is sent. If you don't report, the sanction is administrative rather than criminal: the national basis is D.Lgs. 322/1989, and several Regions add their own penalty for each month not reported or reported incompletely (Lombardia, for example, sets EUR 250 to 2,500 under L.R. 27/2015, art. 40). Automated transmission to your Region's system is in preparation, so for now you send the figures yourself.

What do I risk if I don't report, or report late?

The penalties differ in kind. Failing to transmit a guest's identity via Alloggiati Web, or transmitting it late (art. 109 TULPS), is a criminal offence: under art. 17 TULPS it is punishable by arrest of up to three months or a fine of up to EUR 206. For the CIN, operating a property or offering it for rent without one is fined EUR 800 to 8,000, and not displaying it, at the property or in listings, EUR 500 to 5,000 per property or unit. These, like the fines for the statistics obligation, are administrative, and the national CIN amounts do not apply where your Region's law already fines the same conduct. Check the exact amounts in the cited sources.

Does the CIN replace the regional code (CIR)?

No, it builds on it. The CIN is the single national code assigned by the Ministry of Tourism: where your Region assigns its own code, that code is recoded as the CIN by adding a Ministry prefix. The CIN has been mandatory since 1 January 2025 and must be shown in every listing, wherever published, and outside the building the property is in. Vidimo does not issue or register the CIN: you obtain it through the Ministry's BDSR portal and add it to your listings yourself.

Where are my data and my guests' data stored?

We process your data and your guests' data under the GDPR. Vidimo's database and file storage are in the European Union. Some providers process data outside the EU, mainly for messaging, payments, push notifications and AI features; our subprocessor list names each one and where it processes data. Vidimo is the processor of your data and keeps it only as long as the law and the reporting purpose require.

See every subprocessor and its region
How does the tourist tax work in my Comune?

The amount is set by each Comune's regulation and varies between them; where a platform or agency collects the rent of a short let (locazione breve) or takes part in the payment, the law makes it responsible for the tax. The imposta di soggiorno page explains the tax, the annual declaration, and the fines in full.
