The ISTAT filing is Italy's monthly survey of guest movements in accommodation: every property reports arrivals and overnight stays to its Region, which passes them to ISTAT. It is a separate obligation from Alloggiati Web, and the police report never satisfies it. In thirteen regional territories the portal carries a different name, but the system underneath is the same one: Ross 1000. A month with no guests must still be declared.

A separate obligation from Alloggiati Web
The police report does not count as statistics. Arrivals and overnight stays go to your Region, which sends them to ISTAT: two submissions, two systems.

Three things to know about the ISTAT filing
Not the Questura, not the Comune: the Region. It is the obligation that most often slips, because nobody remembers where it goes.
Arrivals and overnight stays to the Region
The ISTAT survey of guest movements in accommodation is monthly and responding is compulsory (D.Lgs. 322/1989, art. 7). The Regions collect it as intermediate bodies, and many ask for the movement day by day through their portal.
Separate from Alloggiati Web
Reporting guests to the Polizia di Stato (art. 109 TULPS) and the regional statistics are two separate obligations, with two systems and two logins. Sending the schedina transmits nothing to the Region.
Zero movement
A month with no arrivals must be reported as zero movement, or as a closure, or it shows up as a missing month. The national penalty is administrative (D.Lgs. 322/1989, art. 11); several Regions add their own, Lombardia up to EUR 2,500 a month.

Sources: the Region-to-system mapping comes from the endpoint list in the XML record layout GIES publishes on ross1000.it; brands and login addresses from each Region's own site. The Tuscan instance serves the metropolitan city of Florence and the provinces of Pistoia and Prato. Regions not listed run other systems, or we have not verified theirs yet: we leave them out rather than guess.

Is the ISTAT filing the same thing as Alloggiati Web?
No. Alloggiati Web is the report of each guest's identity to the Polizia di Stato (art. 109 TULPS). The ISTAT filing is the statistics of guest movements: arrivals and overnight stays, without names, sent to your Region, which forwards them to ISTAT. Two systems, two logins, two submissions. Doing one does not excuse the other.

Ross 1000 is the tourism-flow collection software made by GIES, a software house based in San Marino, and adopted by thirteen Regions and territories. Each Region publishes it under its own brand at its own address: ISTRICE in Marche, SIRED in Sardegna, SIST in Basilicata, SIRDAT in Calabria, SITRA in Abruzzo, Piemonte Dati Turismo in Piemonte, Flussi Turistici in Lombardia and Rilevazione Flussi Turistici in Veneto; Emilia-Romagna, Liguria, Lazio, Molise and the Tuscan instance simply call it Ross 1000. Many portals still show the software's former name, Turismo 5, in their page title or address: it is the same software, renamed. In Lazio it replaced RADAR in May 2025. The record layout and the web service are the same everywhere.
Does it apply to a non-business short-term rental?
The ISTAT survey covers every accommodation establishment, hotel and non-hotel alike: B&Bs, farm stays and rentals run as a business included. For non-business holiday lets, each Region's law decides. In Lombardia the obligation is explicit (L.R. 27/2015, art. 38 para. 8) and the penalty in art. 40 para. 9 also reaches owners of homes let for tourism; Piemonte, Veneto, Liguria and Lazio include holiday lets in the survey too. Check your own Region's rule.
How often do I have to send the data?
The ISTAT survey is monthly, but the operational deadline is set by each Region and varies a lot. From the official sources: in Sardegna the data must be entered within 24 hours of arrival; in Liguria and Emilia-Romagna entry is daily and the month must be completed by the 4th (Liguria) or the 5th (Emilia-Romagna) of the following month; in Lombardia and Marche by the 5th of the following month; in Piemonte by the 10th; in Veneto within ten working days of the following month. Check your Region's manual or regulation.
I had a month with no guests. Do I still have to report?
Yes. An open property that had no guests in a month must still report it, as zero movement (the Ross 1000 entry is called "rimanenti mov. zero"); a closed property reports the closure. Emilia-Romagna and Marche, among others, say so in their official instructions. A month that is not transmitted does not count as zero: it shows up as a missing month, which is the most common trigger for a reminder and a penalty.
What do I risk if I do not transmit?
The survey is in the National Statistical Programme with a duty to respond (code IST-00139). The national penalty for not responding is administrative: EUR 206 to 2,065 for individuals and EUR 516 to 5,164 for companies and other entities (D.Lgs. 322/1989, art. 11, in the amounts ISTAT publishes). Several Regions add their own penalty for each period left unfiled: Lombardia, for example, EUR 250 to 2,500 for every month omitted (L.R. 27/2015, art. 40 para. 9). Check the amounts in the cited sources.
Does Vidimo transmit the data to my Region?
Not yet. Vidimo already compiles arrivals and presences from the same check-in data, empty months included. My Region is not in the table. What do I do?
It means your Region uses a system other than Ross 1000, or that we have not yet verified which one. The obligation is unchanged: ask your Region's statistics or tourism office which portal it is and how to get access. We will add further Regions as we verify their systems.
Where is my data and my guests' data stored?
Your data and your guests' data are processed inside the European Union under the GDPR. Vidimo is your processor and keeps data only as long as the purpose and the law require. The statistics sent to the Region contain no names: only counts by date, residence and nationality.
